On January 5, 2026, at approximately 1:19 P.M., an investigator with the Chisago County Sheriff's Office met with JESSE DEAN TESCH, [DOB REDACTED] ("the Defendant") in the lobby area of the Public Safety Center in Center City, within Chisago County, Minnesota to conduct a registered predatory offender compliance check with the Defendant. During that check, some of the Defendant's information was updated including his employment and vehicle information. The Defendant drove away from this compliance check in a tan Buick passenger car.
The Defendant was taken into custody in a separate case on January 25, 2026. The above-referenced investigator noticed that the Defendant had been taken into custody and saw that the Defendant had been stopped in this separate case driving a 2003 Buick Century, tan in color, bearing MN license plate GBF- 557. This matched the vehicle that the investigator had seen the Defendant driving on January 5, 2026. The investigator reviewed other incidents and/or calls for service involving the Defendant, and discovered that the Defendant had been stopped driving this vehicle numerous times since January 5, 2026. It was discovered that the Defendant had been observed driving this vehicle on January 12 and January 16, 2026, and that the Defendant had been stopped while driving this vehicle at two separate and distinct times on January 24, 2026; namely, at 12:01 A.M. And at 8:18 P.M. At no point between January 5 and January 25, 2026 did the Defendant register this motor vehicle as required under Minn.
