The Complainant having reviewed the applicable reports believes the following facts to be true: On or about August 22, 2025, at approximately 9:44 PM, a trooper with Minnesota State Patrol was on routine patrol in the area of I-94 and Marion Street in the City of Saint Paul, Ramsey County, Minnesota. The trooper observed two vehicles parked side-by-side, with one vehicle blocking the Marion Street on- ramp to the freeway; and the other vehicle parked between the on-ramp and the shoulder of the freeway.
Both vehicles had their hoods up and jumper cables strung between each engine compartment. The trooper grabbed his toolkit and went to assist the occupants. The trooper made contact with two males on scene. The driver of one of the vehicles was identified by MN ID card as TYLER DELOREAN MAXWELL [DOB REDACTED], Defendant herein. The Defendant told the trooper that he was driving his vehicle home from work when it broke down. The Defendant had the keys on his person and was in and out of the driver’s seat turning the ignition over and getting it started.
While speaking with the Defendant, the trooper observed that he had bloodshot and watery eyes, smelled of alcohol, and had slurred speech. The trooper also observed three freshly crushed cans of beer on the ground that were still leaking near the vehicles. The Defendant admitted that he had consumed about four beers earlier that day. The officer administered standard field sobriety tests on the Defendant which showed signs of impairment. The Defendant consented to a preliminary breath test, which yielded his blood alcohol concentration result to be.089. During the tests the Defendant also admitted to frequently smoking cannabis, having done so earlier that day.
The Defendant was arrested on suspicion of driving under the influence and was brought to the Ramsey County Law Enforcement Center. While there, he was read the Minnesota Breath Test Advisory. The Defendant consented to a breath test, which yielded his blood alcohol concentration result to be.08 at approximately 10:48 PM. The Defendant has a prior DWI conviction from April 2019 in court file number ••-CR-••-••••.
