On June 1, 2026, at approximately 8:14 P.M., officers with the Minneapolis Police Department responded to a call regarding a person with a gun at 32nd Street West and East Bde Maka Ska Parkway in the City of Minneapolis, the County of Hennepin, the State of Minnesota. Upon arrival, officers made contact with a group of women and asked them if they had seen a group of people fighting. The women advised that the group had just dispersed. The officers asked the women if anybody had a weapon and one of the women, herein Witness 1, advised that while the group was fighting a black female wearing a white shirt and black pants had been standing nearby speaking with someone on her cellphone.
While on the phone, Witness 1 heard the female repeat the statement "go get the gun" and then she ran up the stairs and out of view. While speaking with Witness 1, a black female wearing a white shirt and black pants came down the stairs and Witness 1 pointed at her and said in a low tone "that's her." Officers observed the female coming down the stairs to be carrying a black backpack. When she was approximately halfway down the stairs, she quickly turned around and began running back up the stairs.
Officers gave chase and instructed the female to stop. The female stopped and officers approached her. The female was frisked for officer safety and the backpack was removed from her. While grabbing the backpack, the officer could feel the stock of a rifle through the backpack and it was immediately apparent there was a rifle inside. The officer opened the backpack and located a black, short barreled rifle. The female was placed under arrest and was identified as EMANI ELIZA JAMMIE [DOB REDACTED], herein the Defendant.
Officers put on latex gloves and cleared the rifle. It was determined to be loaded with one live round of 5.56 ammunition in the chamber. While clearing the rifle, the Defendant made several unprompted statements that the gun was not hers and that her friend told her to get it from his car. While on scene, another female approached and told officers she was friends with the Defendant. She told officers that the firearm did not belong to the Defendant. She said they had arrived with two unidentified males and were informed by the males that there was a firearm in the backpack.
While at the park, the males met up with some friends and an altercation started. One of the males asked the Defendant to go get the gun and the Defendant went to the vehicle to get the backpack. The Defendant and the backpack were transported to the Hennepin County Jail. The backpack was searched and inventoried. During the search, officers located a box of 5.56 ammunition, a box of 9mm ammunition, a Glock slide and barrel, miscellaneous gun parts in a Ziplock bag, a receipt for an iPhone for another individual, and a firearm certificate for another individual.
