Based on reports from an incident occurring on August 7, 2025, your complainant offers the following to establish probable cause: On August 8, 2025, Officer Bobick of the Cottage Grove Police Department was dispatched to a fraud report at the Walmart store in the City of Cottage Grove, Washington County, Minnesota. Bobick spoke to an adult male (hereafter "Victim"), who stated that two of his credit cards were used the previous night at Walmart to make or attempt fraudulent transactions. Victim [NAME REDACTED] had been stolen earlier on August 7 from a gym in Rosemount, which he reported to the Rosemount Police Department.
Victim [NAME REDACTED] at the Cottage Grove Walmart in the amounts of $1,139.47 on Victim's credit card and $680 on Victim's debit card. Victim had not given anyone permission to use either card. Police obtained surveillance video from Walmart, which showed a male making the fraudulent transactions. The male was identified as MICHAEL DUANE CONDON, [DOB REDACTED], when he was found inside the locker room of the same Rosemount gym on August 12. Surveillance showed that Condon was the same person who made the fraudulent transactions.
Court records show that Condon has active arrest warrants in court files 19HA-CR-24-452 and 19AV-CR- 25-8300 for failing to appear at hearings on November 13, 2025. A warrant is therefore requested to procure Condon's presence in court.
