On October 31, 2025, Devin Lamont Fitzgerald-Sheppard, [DOB redacted], entered the Ramsey County Courthouse, St. Paul, Ramsey County. Security officers at the 4th Street monitoring station confiscated his bolt cutters when he entered. At 1100 hours, Fitgerald-Sheppard returned demanding his bolt cutters. It was taking the security guard some time to find the cutters. Fitzgerald was getting upset. A deputy intervened and told him that the security officers would return the item when he located it.
When Fitzgerald-Sheppard received the large cutters, he exited through one set of doors then took a sharp right turn. The deputy heard shattered glass consistent with the bolt cutters being used to shatter the side glass door. The deputy observed the shattered glass and knew that Fitzgerald-Sheppard had shattered the glass as he was the only one in the area. The deputy pursued Fitzgerald-Sheppard who fled on foot. An assisting law enforcement officer arrested Fitzgerald-Sheppard in the Victory parking ramp.
The total cost of repair to the broken glass came to $1,567.95.
