On July 11, 2025, at approximately 2:30 P.M., officers with the Central Minnesota Violent Offender Task Force, VOTF herein, were attempting to locate JEREMY JERMAINE CHAMBERLAIN JR., [DOB REDACTED], the defendant herein, to arrest him on two outstanding warrants. Officers located the defendant on the 3600 block of 2nd Street South in the city of St. Cloud, county of Stearns, state of Minnesota. Officers observed the defendant appear to pass controlled substances to another individual. The defendant then entered the front passenger seat of a van.
As the van began to drive away, law enforcement officers stopped the vehicle and arrested the defendant. Officers searched the defendant and located an electronic scale with white powder on it and $1,183.00 in U. S. Currency. Officers searched the vehicle and found $211.00 in U. S. Currency on the floor near where the defendant was sitting. Officers also found a plastic bag near where the defendant was sitting. The bag had been pulled apart in places. Based on officers' training and experience, it was believed that the bag had been used to package controlled substances.
Officers searched the van and located two plastic packages of a substance they believed, based on their training and experience, was fentanyl. The packaging material of the two packages appeared similar to the plastic bag that officers located near where the defendant had been sitting. The officers tested and weighed the substance from one of the bags and it was positive for fentanyl and weighed 6.16 grams with packaging. The substance from the other bag appeared to be the same and weighed 0.76 grams with packaging.
Officers field tested the powdery substance found on the electronic scale and it tested positive for fentanyl and cocaine. VOTF Investigator Garret Okerstrom reviewed the defendant's jail phone calls and found that the defendant had a telephone conversation on July 12, 2025. In the conversation, the defendant admitted that he had possessed "0.5" of "personal stuff" in his pocket, that he was going to get a "real job" when he got out, and that he was a drug dealer. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above-named defendant, on or about July 11, 2025, in the city of St. Cloud, county of Stearns, state of Minnesota, committed the offenses described herein.
