The Complainant having reviewed the applicable reports believes the following facts to be true: On September 11, 2025, KEN (NMN) VIBOL [DOB REDACTED], Defendant herein, was observed by store security at the Target Store located at [ADDRESS REDACTED]., St. Paul, Ramsey County, Minnesota, taking a sound bar off of a shelf and walking out of the store without paying for the item. He was stopped by law enforcement outside the store and admitted he took the item to later sell. The item -- valued at $110.00 -- was recovered.

The State is requesting a warrant in this case as Defendant's whereabouts and address are unknown.
