James Eischens is the Area Director at REM. Eischens became aware of concerns regarding NIETO when he received a text message from a number he did not recognize with concerns about Adult Male A on February 13, 2025. When he asked who the sender was so he could further investigate, the sender responded “please disregard any messages sent from this number.” Melanie Larson is the Program Director at REM. Larson first became aware of issues between NIETO and Adult Male A in February 2025 because Larson received a text from NIETO’s phone asking to have a conversation about Adult Male A crossing boundaries.
NIETO informed REM that she was having issues with her fiancé and that her fiancé sent the messages. Larson recalled an incident that occurred in March or April 2025 when NIETO could not be reached or located. It was later discovered that NIETO was in Adult Male A’s room with the door closed. At the time, NIETO stated she was watching Adult Male A play video games, and additional corrective action was provided. Larson explained that after NIETO was terminated, Adult Male A admitted that he and NIETO sent some nude pictures and “dirty” messages back and forth to each other.
Adult Male A also admitted to Larson that he and NIETO had sexual intercourse. REM Employee 1 noted that NIETO seemed to have a better relationship with Adult Male A than other facility clients. NIETO allowed Adult Male A to go into her office whenever he wanted. NIETO would sleep in the basement instead of upstairs like other employees. REM Employee 2 was asked if she had any concerns between NIETO and Adult Male A. Employee 2 responded, “Yes, of course, I think everybody in the house did.” First, Employee 2 noticed favoritism towards Adult Male A, and then NIETO allowed Adult Male A to go into her office whenever he wanted.
Employee 2 specifically remembered an event on May 16, 2025, when Employee 2 had an issue at the facility, but NIETO was unreachable. NIETO was in Adult Male A’s bedroom with the door closed.
