08/28/1978) to Adult Male A. NIETO was employed as a Direct Support Program Supervisor at REM South Central Services, a licensed facility providing services to Adult Male A. Adult Male A was a resident at the facility located in the City of Willmar, Kandiyohi County, Minnesota. On August 28, 2025, the CEO of REM, Phillip Kaufman, and the Minnesota Department of Human Services received an email from an anonymous person. The email alleged that NIETO had been sexually abusing Adult Male A over the past two years of her employment.
There were attachments to the email that contained photographs, including nude photographs, alleged to be NIETO. REM completed their own internal investigation based on the reports. Their internal investigation found that Adult Male A received nude photographs from NIETO and that NIETO was involved in a sexual relationship with Adult Male A. Detective Evans and Anna Parkin, Senior Investigator with the Minnesota Department of Human Services, met with Adult Male A, employees, and facility residents as part of their investigation.
Adult Male A reported that he has lived at the facility residence where NIETO works for approximately 2 years. NIETO started working at the residence after Adult Male A moved in. Adult Male A did not know NIETO prior to her working in the facility. NIETO worked Tuesday- Friday and every other weekend. NIETO’s shifts were generally day shifts, but NIETO sometimes worked night shifts. NIETO’s office is located in the basement of the residence. Adult Male A’s bedroom is in the basement of the residence, next to NIETO’s office.
Adult Male A explained that NIETO sent Adult Male A nude pictures of herself. In some pictures, NIETO was completely nude and exposing her breasts and vagina and some pictures where she was partially clothed. Adult Male A stated that NIETO would send him nude pictures while they were having conversations over the phone, and Adult Male A knew that it was NIETO who was sending the pictures to him. Adult Male A stated that NIETO would say “naughty” stuff to him when sending the pictures. Adult Male A believed the photos were sent earlier in 2025 or maybe 2024. Adult Male A stated that he deleted the nude photos and messages sent by NIETO because she asked Adult Male A to delete them.
Adult Male A explained that he and NIETO had sexual intercourse, where he put his penis inside NIETO’s vagina. Adult Male A believed the first time was earlier in 2025. Adult Male A stated that he and NIETO have had sexual intercourse more than once. Adult Male A did not know how many times they had sexual intercourse, but he estimated that it was more than five times.
