Complainant is Minnesota State Patrol Trooper John Thao. Complainant states that on December 21, 2024, troopers conducted a traffic stop in the area of I-94 in the city of Maple Grove, Hennepin County, Minnesota, due to observing the driver of the vehicle actively using her cell phone. Immediately after pulling over the driver, later identified as PAMELA NICOLE MABRY [DOB REDACTED], got out of her vehicle and began to approach the squad car. Troopers met her halfway and advised her of the hands-free violation.
Troopers requested MABRY's drivers license and proof of insurance. MABRY stated she had insurance, but just not on her person, and that she did not have a valid driver's license. MABRY said she just dropped her son off at a party and she did not have anybody else who could do that for her. Troopers ran MABRY's information and found that her license was revoked and she had multiple prior offenses for operating a vehicle with no insurance. MABRY made multiple different statements about who had insurance on the vehicle and then changed her story to she just got insurance the previous day.
MABRY was unable to produce any proof of insurance. As the tow truck arrived on scene, MABRY got in her vehicle and began to reverse away from the tow truck. MABRY refused to exit her vehicle and stated she was not going to let it be towed. MABRY was given a lawful order to exit the vehicle due to it being towed, and refused. Troopers then advised her she was being placed under arrest and eventually MABRY exited the vehicle and was placed under arrest. MABRY has several pending charges for operating a motor vehicle without proof of insurance, however she does not have any convictions as many are still pending dating back to 2017.
