On January 19, 2026, at 12:19 P.M., Woodbury Police Officer was on routine patrol and observed a vehicle on I-494 from Tamarack Road in the city of Woodbury, Washington County, Minnesota, with a very dark tint on the windows. Officer would not see any occipants of the vehicle Officer initiated a traffic stop and explained the reasons of the traffic stop to the driver. The driver was later identified as Damarion Kiwuan Jackson, [DOB REDACTED], Defendant herein. Defendant told Officer that his name was Quincy Barnett, [DOB REDACTED]. Officer was not able to get any returns with the name Defendant provided to him.
Officer requested a fingerprint reader and again approached the vehicle. As Officer approached the driver, he ordered the driver to exit the vehicle. Defendant then put the car in drive and fled. Officer yelled several times for Defendant to stop the vehicle. Officers pursued the vehicle that exited Century Avenue, then westbound on Hudson frontage Road toward McKnight Road. Traffic was light, squad speed was 75-80 m.p.h. Officers were directed to terminate the pursuit. Officer attempted to locate Defendant and called any of his listed phone numbers.
Officer also called the registered owner of the vehicle, and he stated he did not know who Defendant was and said that he did not live in Minnesota and that his sister had the vehicle. The registered owner would not provide any additional information. Defendant does not have a permanent address. Neither the vehicle nor Defendant were located. Defendant's whereabouts are unknown, the state respectfully requests a warrant.
