At around 6:45 PM on April 26, 2026, Trooper Hoy saw a motorcycle going around 100 mph on Interstate 94. Trooper Hoy activated his squad’s emergency lights and siren and caught up to the motorcycle as it took the exit from Interstate 94 at Dale Street, St. Paul, Ramsey County. The motorcycle’s driver, ASAD SADIQ WARSAME [DOB REDACTED], turned his body and head and looked back at Trooper Hoy’s squad. Warsame ran the red light and got back onto Interstate 94. Trooper Hoy chased the motorcycle which was again going around 100 mph.
The motorcycle exited at 10th Street into Downtown St. Paul. Trooper Hoy terminated the pursuit and turned off his emergency lights and siren. Trooper Hoy took the 10th Street exit and asked people in the area if they had seen a motorcycle. The people told Trooper Hoy that the motorcycle had entered the History Center parking lot at [ADDRESS REDACTED] West. Trooper Hoy saw Warsame walking away from his motorcycle on his phone. When told he was being detained for fleeing, Warsame said, “I didn’t know I was running.” Warsame claimed he had not seen the emergency lights.
When asked why he ran the red light, Warsame claimed he had been in an incident on the highway where another car tried to hit him. Trooper Hoy told Warsame he did not see any other vehicle chasing his motorcycle. Warsame could not provide an explanation as to why he exited at Dale Street or 10th Street. Dispatch reviewed camera footage from Cretin Avenue to Dale Street and did not see any other vehicle interacting with Warsame.
