Probable Cause
On or about April 2, 2026, law enforcement was on routine patrol in the area of 51st Ave North and Brooklyn Boulevard in Brooklyn Center, Hennepin County, State of Minnesota. Officers received a report of a suspect vehicle that had recently been involved in a crime. Law enforcement was instructed to detain the driver and impound the vehicle. Officers observed the vehicle and conducted a traffic stop. Officers began an investigation and asked the occupants of the car to exit the vehicle. One of the passengers, PHILLIP JOSEPH PORTER [DOB REDACTED] Defendant herein, exited the vehicle.
Defendant stated he was having difficulty with a recent foot injury. Defendant was offered the chance to wait in the back of one of the squad cars until the officers completed their business with the driver and car. Defendant was told he would be searched prior to getting into the vehicle. Officers then searched Defendant and located Rugar LCP.380 tucked into Defendant's waist band. Defendant is ineligible to possess firearms due to a conviction for Second Degree Sale in Hennepin County court file 27-CR-17-27513. Defendant presently has a ten-count complaint in court file 27-CR-24-18044 involving various charges of First- and Second-Degree Drug Sale and Possession.
Given Defendant's continued criminal activity, the State requests a higher than typical bail amount.
