At 1:00 AM on March 2, 2026, officers were sent to the apartment building at [ADDRESS REDACTED] East, St. Paul, Ramsey County on a shooting. Witnesses said four men ran through an open lot. Officers found FM [DOB REDACTED] with a gunshot wound to both legs inside an apartment. FM’s jeans were soaked in blood and a pool of blood formed on the floor where he sat. FM told police that the bullet went through both of his legs. Officers placed tourniquets on FM’s legs. FM said a group of 4 or 5 Black males were involved in his shooting – FM said Duright shot him.
FM explained that he had been staying in MM’s apartment, and he was there with a woman. Duright came over, and they asked Duright to leave. Duright waid he would return with his friends. Duright came back with 4-6 others. Duright told FM, “I have something that will takek care of you.” Duright pulled out a black handgun and shot FM in the leg. Duright and his group left, and FM asked the woman to call 911. Medics transported FM to the hospital where he was rushed into surgery with a life-threatening injury.
An artery in one of FM’s legs had been severed. Officers spoke to the woman who was in the apartment with FM. She said she was FM invited a man who identified himself as Duright into the apartment. Duright was there to keep the woman safe because she had been sexually assaulted on March 1, 2026. (The woman did not want to discuss the sexual assault with police.) Duright was in the apartment for about two hours before she heard an argument between Duright and FM. FM pulled out a knife and threatened to slit Duright’s throat.
Duright left and returned with three of his nephews, and another altercation occurred at the front door. The shooting occurred and Duright and the others left the apartment. Officers found a single spent.22 caliber casing near the apartment’s door and a bullet fragment on the floor next to a pool of blood. Officers asked people outside if they knew Duright. A woman said she knew Duright, and she provided officers with a Facebook page for CHAZ ROBERT HUGHES [DOB REDACTED]. The woman said Hughes was associated with the Latin Kings gang.
An investigator later spoke to FM in the hospital. FM said he had been staying in the apartment where he was shot. Hughes and another man came to the apartment and told FM that FM needed protection. FM declined the offer and didn’t understand what was going on. Hughes returned with several other males a short time later. The group pushed their way into the apartment and refused to leave. FM said the group was looking for the other man who lived there, but that man was in jail. Hughes called FM names and got cocky, and they argued.
Hughes pulled out a small handgun, he punched FM when FM stood up, and he shot FM’s left leg at close range. FM said medical staff told him that his injury was serious and he only had five minutes left. FM’s medical records revealed that the bullet entered his left leg travelled around his pelvis and exited his right leg. A blast injury to his left superficial femoral artery resulted in around 30% loss of circumference. A blast injury to his left superficial femoral vein resulted in 80% loss of circumference.
