Officer Mello pulled behind the vehicle and initiated a traffic stop. Officer Mello then made contact with the driver, who reported that she had a valid license out of Arizona and provided Officer Mello with the name of Lynn Sharon Foster, [DOB REDACTED]. Officer Mello also observed three young children (two toddlers and one infant) in car seats in the back seat. Officer Mello ran the information provided and learned that the name that was given was an alias for SHARON LYNN GARCIA, [DOB REDACTED] [hereinafter defendant], who was cancelled-IPS and had active warrants out of Minnesota.

Officer Mello also confirmed through NCIC and DVS photo that the driver was in fact the defendant. Office Mello again approached the defendant and informed her that she did not have a valid license, along with warrants and needed to exit the vehicle. The defendant became very nervous and flustered and refuse to exit the vehicle. Officer Mello ordered the defendant to exit the vehicle, however the defendant rolled her window up, put the vehicle in drive and fled from the scene at a high rate of speed.

Officer Mello attempted to pursue the vehicle, however terminated the pursuit due to children being present in the vehicle. State Patrol and St. Cloud PD were informed of the incident and attempted to find the defendant, however, were unsuccessful. PLEASE TAKE NOTICE: Pursuant to Minn.
