On March 2, 2026, at 12:15 A.M., Officer Boscardin was on routine patrol when he observed a vehicle- 2002 silver Acura MDX-parked horizontally across two parking spaces in the parking lot of RJ Riches, [ADDRESS REDACTED], Mounds View, County of Ramsey. As Officer Boscardin approached the vehicle, a female-later identified as JOYCE MARIE LARSON, [DOB REDACTED]-emerged from the driver’s side of the vehicle. LARSON said she was in the parking lot looking for her eyeglasses. She had been at RJ Riches today and lost them.
LARSON did have a pair of eyeglasses with her at the time. LARSON’s pupils were dilated. When asked for her driver’s license, LARSON provided a Minnesota identification card. LARSON said she lost her paper work for her recently applied for driver’s license. LARSON said her friend, DM, is the owner of the car. LARSON said she was in the process of purchasing the vehicle. She obtained the vehicle the previous Friday. When asked, LARSON said there were no drugs in the vehicle and said she had not used drugs on this night.
LARSON said she is clean and is in between inpatient and out of patient treatment. LARSON’s driver’s license status was revoked. When Officer Boscardin asked if he could search the vehicle, LARSON said, “I guess so.” She said, “It’s not my vehicle though so you might want to contact the owner.” The vehicle was searched. Suspected drugs were found in a winter glove inside a clear plastic baggie in the center console of the vehicle. The suspected drugs were Nik tested, result positive reaction to presence of methamphetamine, weight 8.83 grams.
