Your Complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on November 3rd, 2025, at approximately 5:48PM, Officer Van Osdale was monitoring traffic on the 1000 block of Mosher Avenue South in Owatonna, MN, County of Steele. Officer Van Osdale observed a vehicle in his rear view mirror traveling Northbound at a high rate of speed. Officer Van Osdale activated his rear same radar which read a speed of 45MOH and accelerated up to 49MPH. The vehicle, identified as MN LIC/SNG041, continued to accelerate to a reading of 50MPH before it passed Officer Van Osdale.
The vehicle slowed down but continued Northbound to the 700 block of Mosher Avenue while Officer Van Osdale followed. The vehicle began to pull over at one point, then returned to the driving lane before pulling over fully to a stop. Officer Van Osdale made contact with the Driver, Christopher Tyrese Gonzalez [DOB REDACTED]. There was a bag of chips cut open on the side with a fork in it on the center console. Gonzalez's driving status was revoked and he had a gross misdemeanor warrant out of Steele County.
Officer Jimenez arrived on scene as a cover Officer. Officer Van OSdale made contact with Gonzalez at the vehicle and informed him that he had a warrant for his arrest. Gonzalez was cooperative and stepped out of the vehicle. Officer Van Osdale placed Gonzalez under arrest for the warrant. Officer Van Osdale searched the Gonzalez in front of his squad car. Gonzalez requested that Officer Van Osdale call his Probation Officer, S. T. Officer Van Osdale made phone contact with S. T. And allowed Gonzalez to speak with her.
Officer Van Osdale transported Gonzalez to the Steele County Detention Center. S. T. Responded to the scene of the traffic stop to conduct a probation search of the vehicle. Upon Officer Van Osdale's arrival back at the scene of the traffic stop, S. T. Approached the vehicle and opened the driver's door. S. T. Looked inside and immediately stepped back out. S. T. Informed Officer Van Osdale there was a firearm on the floor. Officer Van Osdale looked and observed a tan handgun sitting partially underneath the driver's seat.
Officer Jimenez made contact with the owner of MN. LIC/SNG041, A.M. A.M. Stated that Officer could search her vehicle, and that the only items in the vehicle that belonged to her was her purse. Officer Van Osdale put on a pair of gloves and collected the firearm from under the driver's seat. Officer Van Osadle removed the magazine, which was loaded with seven rounds of 9mm ammunition. Officer Van Osdale observed a small piece of paper under the driver's seat. The piece of paper was underneath where Officer Van Osdale located the handgun.
Officer Van Osdale removed the paper and observed it was a receipt. The receipt was for "La Michoacana Minnesota." The transaction occurred on November 3rd, 2025 at 5:14PM. Officer Van Osdale recognized the bag of chip on the center console as the same style of walking tacos that La Michoacana serves. Gonzalez currently does not have a permit to carry a pistol in Minnesota. Officer Van Osdale obtained the following Mirandized statement from Gonzalez, "we did go eat.
