On October 7, 2025, Violent Offender Task Force (VOTF) Investigator Cody Eisenschenk learned from a confidential informant (Cl) that they could purchase crack cocaine from someone the Cl knew as "V." Through investigation, VOTF identified "V" as Victor Isiah Burson, [DOB REDACTED], the defendant herein. At the direction of VOTF, the Cl made contact with the defendant and set up a deal to purchase crack cocaine. Defendant and the Cl then met outside an apartment on 13th Street South in the City of St. Cloud, County of Stearns, State of Minnesota.
A vehicle registered to the defendant was parked outside. While there, Defendant sold the Cl two baggies containing suspected crack cocaine in exchange for $300. The baggies were collected by VOTF and contained approximately 4.4 grams (with packaging) of field tested positive cocaine. October 8, 2025, the Cl indicated they could purchase additional crack cocaine from the defendant. The Cl again met the defendant outside the apartment on 13th Street South. While there, Defendant sold the Cl a baggie containing suspected crack cocaine in exchange for $440. The baggie was collected by VOTF and contained approximately 9.09 grams (with packaging) of field tested positive cocaine.
January 7, 2026, VOTF attempted to locate the defendant for these charges. He and his vehicle were observed at the apartment building on 13th Street South. A traffic stop was conducted and the defendant was taken into custody. Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, on or about October7-8, 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offense described herein.
