On 3/18/2026 an MPD investigator working in the POR Unit was notified that the BCA has received a tip that a predatory offender, Bernard Walker, [DOB REDACTED] (now referred to as "Defendant") who was out of compliance with his registration requirements was living at [ADDRESS REDACTED], Minneapolis, Hennepin County, MN. Defendant has a had a "Non-Complaint Status" since 4/17/2020 when his verification was returned by USPS. His last listed address was, and still is [ADDRESS REDACTED] N, Minneapolis MN. The MN BCA has sent yearly compliance verification packets to the listed address on 4/22/2021, 4/25/2022, 4/17/2023, 12/16/2024, and 12/15/2025- all returned by USPS. Investigators went to 2411 Ilion and were told Defendant had not lived there in two years.
Defendant's driver's license, which was issued on 6/27/2025 has [ADDRESS REDACTED] listed as his address. Two vehicles were registered to Defendant with the address of [ADDRESS REDACTED], Minneapolis 55405. Neither the Oliver Ave N nor the 5th Ave Address are registered with the BCA. Defendant eventually reached out to investigator once he learned he was looking for him. Defendant said he was living at the [ADDRESS REDACTED] address. Defendant was asked why he was out of compliance for the past 6 years and he responded during the "COVID 19 pandemic [he] didn't know how or where to register." On morning of 3/25/2026, Defendant and his girlfriend came to the Predatory Offender Office to complete a CHANGE OF INFORMATION. Defendant said he changed his address to [ADDRESS REDACTED] years ago.
He never sent a verification packet because "they just quit sending them. After COVID and George Floyd I didn't really know where to go or what to do." Defendant is a Non-Compliant Offender who on 12/15/2003 was convicted in Brown County Wisconsin of 2nd Degree Assault of a child. This is a lifetime registration requirement. The POR packet consists of several documents including a 27-point duty to register which summarizes the main points of registration law. This duty to register is initialed by each point and then signed/dated on the bottom of the second page.
This initialing and signing symbolizes the understanding of this document by the registrant. The duty to register in this case was signed on 4/16/2008 and again on (most recently) 7/6/2019 by Defendant. Defendant initialed all 27 points including: (1)I understand that it is my duty to register as a predatory offender in accordance with M. S. 5243.166 and/or M. (10) I understand that I am required to register for life if the requirements of Minn.
Stat. 5243.166, Subd. 6(d)(3) (2021) apply. (13) I understand that I must register all changes to my primary address, including moving to another state, at least five days prior to moving. I understand that if I do not have five days advance notice of a change to my primary address. I must report the change immediately. I understand I must make these notifications by completing the Minnesota Predatory Offender Change of Information Forms with my corrections agent, or if I do not have a corrections agent, I will complete the form at the law enforcement authority with jurisdiction in the address I am leaving. (14) I understand that if I do not have a primary address, I must report to the law enforcement authority with jurisdiction in the area where I will be staying within 24 hours of leaving my former primary address.
