On 03/13/26, at approximately 1250 hours, officers were dispatched to the intersection of 24th St N and 4th Ave N in Moorhead, Clay County, MN for a reported disturbance. The Complainant indicated that a male was attempting to break the glass on the bus stop at that location. The male was later identified to be FARON LOUIS CLARK [DOB REDACTED], hereinafter referred to as "Defendant." When officers arrived on scene, the Defendant started making threatening gestures toward law enforcement, raising his hands and stepping toward police while raising a clenched fist.
Defendant refused to answer law enforcement inquiries. When asked if he was trying to damage the bus stop, the Defendant kicked a glass panel causing no damage. Defendant appeared to be under the influence of alcohol but refused to take a breathalyzer test by refusing to provide a sample and biting the tube. Defendant also attempted to kick Ofc. Wakefield while he was engaging in his official duties, requiring him to step back out of the Defendant's reach. Dispatch confirmed an active warrant for the Defendant's arrest, and he was placed under arrest for the warrant.
Defendant was transported to the Clay County Detox Center located in Clay County, MN due to his level of intoxication. When police arrived at detox with the Defendant, staff indicated that he had been at detox the night before and discharged the morning of 03/13/26. The police who escorted the Defendant to detox then left. A short time later, dispatch requested police go back to the Clay County Detox Center because the Defendant had assaulted staff. A female detox staff member with the initials C. C. (hereinafter "Victim") indicated that she is employed as a detox technician.
Victim [NAME REDACTED] was in the process of doing the Defendant's inventory sheet, he would occasionally stand up and walk toward her. Victim explained that suddenly the Defendant approached her and slapped her butt with his right hand. She told the Defendant to go back to his chair, and he began approaching her with a clenched fist and aggressive posture. Victim [NAME REDACTED] was going to hit her when this was happening. A third staff member stepped in between them and held the Defendant back before police arrived.
Defendant has a prior conviction for misdemeanor 5th Degree Assault on 12/30/24 in casefile 14-CR-24- 2396. Defendant has another conviction for Attempt to Commit Simple Assault on a Peace Officer or Corrections Officer on 08/23/23 in ND casefile 09-2023-CR-03352. Defendant also has a prior conviction for misdemeanor Sexual Assault-Contact Is Offensive on 09/17/24 in ND casefile 09-2024-CR-03406.
