Your Complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on October 27th, 2025, Officer Metcalf was traveling North on Grove Avenue South approaching School Street East in Owatonna, MN, County of Steele. Officer Metcalf observed a vehicle going South on Grove Avenue South with registration LIC/SNH242. Officer Metcalf ran the MN registration through his squad computer and observed the registered owner to be revoked. As the vehicle passed Officer Metcalf he observed the make to be the registered owner, James Edward Winbush [DOB REDACTED]. Officer Metcalf then proceeded down School Street, then entered the alleyway from Elm Avenue South.
Officer Metcalf observed the vehicle parked behind [ADDRESS REDACTED], where Wimbush lives. Officer Metcalf made contact with the vehicle and confirmed the male to be Wimbush. Officer Metcalf ran Wimbush through his squad computer and observed two prior driving after revocations, one from February 5th, 2025 and the other from February 21st, 2025. Officer Metcalf informed Wimbush he was under arrest for habitual driving after revocation. Officer Metcalf searched Wimbush incident to arrest. Officer Metcalf located a fanny pack on Wimbush, inside the fanny pack were two baggies with a white crystal substance inside.
This crystal substance later tested positive for methamphetamine and weighed 13.2 grams. Officer Metcalf also located a straw and glass pipe inside the fanny pack. Officer Metcalf located one small pill inside Wimbush's pocket, not in a prescription container. Pill Identifier identified the pill as Metformin. PLEASE TAKE NOTICE: Pursuant to Minn.
