ROBERT ANTHONY HAMPTON [DOB REDACTED] is a Level 2 sex offender required to register his address with the Minnesota Bureau of Criminal Apprehension and law enforcement for the rest of his life due to conviction out of Illinois for Attempted Juvenile Pimping and Aggravated Criminal Sexual Abuse. The out-of-state convictions are the functional equivalent of Promotion of Prostitution in the First Degree and Criminal Sexual Conduct in the Third Degree in Minnesota. On July 15, 2015, Hampton first completed a predatory offender registration form advising him of his registration duties and obligations.
On January 13, 2026, Hampton completed a change of information form indicating that as of January 27, 2026, his primary address would be Soreti Homes at [ADDRESS REDACTED], Vadnais Heights, Ramsey County. On May 25, 2026, a deputy went to Soreti Homes on a compliance check. The deputy learned that staff had never heard of Hampton and nobody with that name had ever resided there. An investigator called the phone number listed for Hampton with the BCA. The phone number corresponded to a hospital in Wadena which was Hampton’s previous address.
The hospital employee said Hampton was supposed to move to Soreti Homes, but before he moved Hampton leaned he would not be allowed to live at the address due to his prior convictions. In April 2026, Hampton moved to an unknown address believed to be in St. Paul. The hospital employee said Hampton knew he had to update the BCA with his new address as part of his registration requirements. Hampton has not registered a new address with the BCA, and he has not completed any weekly check-ins with local law enforcement as required of homeless offenders.
