On March 17, 2026, Ramsey police officers received a report of a delayed assault occurring on the 1700th block of Gibbon Street NW, in the City of Ramsey, Anoka County. Officers spoke with the victim, [NAME REDACTED], who stated there was an incident between her and her husband, Terry Lee Grotberg [DOB REDACTED], Defendant herein, on February 7, 2026. J. G. Reported that she and Defendant got into an argument that day resulting in her attempting to leave their shared residence for the night. As J. G. Was walking to her vehicle in the driveway, Defendant came outside to confront her.
J. G. Said she ended up on the ground laying on her back, at which point, Defendant grabbed her by the right hand and dragged her approximately 20-30 feet back into the garage. J. G. Was able to get up and went back into their home for the night. The following morning, J. G. Went to Mercy Hospital for significant shoulder pain as well as pain in her right hand. She was diagnosed with a right shoulder dislocation and multiple lacerations to her right hand which required cleaning and bandaging. After receiving medical care, J. G. Went and stayed at a shelter due to fear of Defendant and remained in a shelter until March 10, 2026. J. G. Moved back in with Defendant on March 10, 2026, and then reported the abuse due to continued fear of Defendant.
On March 18, 2026, J. G. Went to obtain her medical records related to the dislocation. While completing paperwork, J. G. Saw her husband’s vehicle driving through the parking lot. When she came out of the hospital, her vehicle was gone and observed to be parked in her husband’s driveway. J. G. Is fearful that Defendant placed a tracker on her vehicle and phone. J. G. Has been staying at a hotel and driving a rental car out of fear of Defendant. Defendant has a prior domestic assault conviction from July 30, 2018 (02-CR-18-845). Due to Defendant's continued monitoring and conduct towards J. G., the State asks that a complaint warrant be issued.
