On March 17, 2026, police responded to an arson report at [ADDRESS REDACTED] North, St. Paul, Ramsey County, Minnesota. Security manager, JM, said he was notified of damage to the wood wall near Aiden Convenience Store and began reviewing camera footage that morning. JM located footage showing that the damage occurred on March 12, 2026, at approximately 9:02 P.M. JM showed police the video footage, which depicted the suspect placing a lighter up to the wall and causing damage to the wood panels. Based on the price from a previous incident, JM estimated that the cost to repair the wood panels would be between $3,000 and $6,000. JM shared images of the suspect with his security team.
They reported that the suspect was seen in the area approximately an hour earlier and went toward Town Square. Police located the suspect walking northbound on Minnesota Street from Fifth Street. Police observed that he was wearing the same clothing that he was wearing at the time of the incident on March 12. Police approached the suspect, who was later identified as JUEL ANTONIO SATCHELL – [DOB REDACTED]. SATCHELL told police that he did not do anything wrong and yelled loudly as police spoke with him.
SATCHELL was taken into custody. Police attempted to read SATCHELL a Miranda advisory, but he continued yelling. Police were unable to explain his rights to him. The investigator went down to the Ramsey County Jail to attempt to speak with SATCHELL. SATCHELL yelled at the investigator, kicked the cell door repeatedly, and said he wanted his lawyer.
