The Complainant having reviewed the applicable reports believes the following facts to be true: On November 22, 2025 at approximately 12:08AM officers observed a black Chevy Tahoe driving in excess of the posted speed limit near Phalen Boulevard and Payne Avenue in the City of Saint Paul, Ramsey County Minnesota. Officers followed the vehicle to the parking lot of a closed business at [ADDRESS REDACTED]. Upon officers' approach, a male, later identified as BURKES, Tarrel Keyautae [DOB REDACTED], the Defendant herein, exit the vehicle and walk into the building.
While the Defendant was inside, officers spoke with the passenger in the vehicle and observed marijuana buds sitting on the center console in plain view. The buds were not encased in any sort of packaging in compliance with current Minnesota marijuana laws. Officers then initiated a search of the vehicle and located ten live rounds of 6.5x55 ammunition in a plastic sleeve on the floor near the center console, within reach of the drivers seat. Officers also located more ammunition in a green ammo can in the trunk of the vehicle.
Once the Defendant came out of the building, he identified himself for the officers and his license came back as Canceled as Inimical to Public Safety. The Defendant also admitted to officers that he had previously been arrested for "shooting someone" in Arkansas. A statewide background check revealed that the Defendant has several felony convictions from Arkansas and that he is disqualified from owning a firearm or ammunition.
