Deputies made contact with B. L. Who stated his wallet was lost or possibly stolen and that charges had been made on two of his credit cards. B. L. Explained that his wallet was in his unlocked vehicle while he was working at a construction site near Metro Transit Newport Transit Center located a 250 Red Rock Crossing in the city of Newport, Washington County, Minnesota. B. L. Reported he spoke to his coworkers who advised there was a black Ford Taurus who drove by their vehicles around 11:00-12:00. B. L. Reported several items in his wallet including cash, driver's license, Robin Hood credit card, Capital One Quicksilver credit card, and American Heritage National Bank debit card.
B. L. Reported charges were made on the Robinhood and Capital One credit cards. The following charges were made to each credit card totaling $1,896.00: Robinhood credit card: · $424.00 · $106.00 · $106.00 · $418.00 · $418.00 Capital One credit card: · $424.00 Deputies determined these charges were made at a Target store on Suburban Avenue in St. Paul on November 25, 2025. All purchases occurred between 11:12-11:15 and were for Visa gift cards. Through Target surveillance footage and a Crime Alert Bulletin, the individual using the credit cards was suspected to be CEBRIAN OMAR SIMS [DOB REDACTED]. Deputies attempted contact at an address associated with SIM in Cottage Grove.
There they made contact with a resident of the home, an adult male fully identified in police reports) and showed him a photo from Target surveillance. The male identified the individual in the Target surveillance photo as SIMS stated he use to live at the residence and dated a family member. SIMS is currently on conditional release for a pending 1st Degree Burglary charge (82-CR-24-4386). Therefore, a warrant is respectfully requested.
