On December 16, 2025, at approximately 7:27 AM, Saint Cloud Police Officer Christina Zabrocki was dispatched to the intersection of Minnesota Highway 15 and 3rd Street N, County of Stearns, State of Minnesota for a report of a car crash. Upon arriving to the scene, Officer Zabrocki observed that a white van struck a black Ford Focus while the van was turning onto Highway 15. The driver of the Focus, AKP, fully identified in the reports, was pinned inside AKP's vehicle. Upon speaking to the driver of the van, Officer Zabrocki smelled the odor of alcohol.
The driver was identified as PETER DANIEL PLEOGER [DOB REDACTED], the Defendant herein. The Defendant told Officer Zabrocki and later Officer Benson he had consumed alcohol the night previous at approximately 10:00 PM and 11:00 PM. Saint Cloud Police Officer Deven Benson was dispatched to assist the crash. Officer Benson conducted field sobriety tests on the Defendant. The Defendant submitted a breath sample for a PBT, which read.092. The Defendant was arrested for DWI and brought to St. Cloud Hospital for treatment.
A search warrant was signed and executed for the Defendant's blood at approximately 9:05 AM. The blood alcohol concentration was a.120. The passenger, TWD, fully identified in the reports, of the white van had an actively bleeding cut on his nose. AKP was transported to St. Cloud Hospital and was diagnosed with a closed fracture of her left thumb and a non-displaced fracture of her wrist. Complainant has reason to believe and does believe that the above information is true and correct. The above facts constitute your complainant's basis for believing that the above named defendant, on or about the 16th day of December, 2026, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offense described herein.
