On January 2, 2026, Investigator Dustin Swenson of the Chisago County Sheriff's Officer was informed that DANIEL JOSEPH KESSEL [DOB REDACTED], Defendant herein, was out of compliance with his predatory offender registration requirements. Defendant is considered a predatory offender due to two prior convictions. One is a conviction from October 11, 2021 for criminal sexual conduct in the 3rd degree under Minn. Stat. 609.334, in court file ••-CR-••-••••. The other is a conviction from November 14, 2012 also for criminal sexual conduct in the 3rd degree under Minn.
Stat. 609.334, in court file ••-CR-••-••••. Investigator Swenson learned that Defendant was sent an annual verification form and letter dated December 1, 2025, with a due date of December 11, 2025. This letter was sent to Defendant's address listed as 17620 302nd Street, Shafer, which is in Chisago County, Minnesota. Minn. Stat. 243.166 requires an offender to return this form within 10 days. As of January 2, 2026, Defendant had not returned the form. On January 2, 2026, Investigator Swenson made contact with Defendant at the address to which the letter was sent.
Defendant claimed that he mailed the form in the last few days. The form was not received by the Bureau of Criminal Apprehension. Investigator Swenson learned from Defendant's probation officer that Defendant was asked about this issue again. Defendant told his probation officer that he "found" the letter and mailed the form on February 9, 2026. As of February 26, 2026, the BCA still had not received the required form. Defendant has a prior conviction for failing to mail a verification form from October 11, 2021, in court file ••-CR-••-••••.
