On June 30, 2025, at approximately 1:24 AM, Officers with the Blaine Police Department observed a vehicle bearing MN license plate HDR241 in a driveway with a male loading an attached trailer. The male approached Officer Larson and identified himself as David and stated he was moving items out of the household as it need to be vacated by tomorrow. Officers were able to identify the defendant as David Douglas Tode, Jr. ([DOB redacted]), defendant herein, and record checks showed defendant to have a revoked driver’s license.
Shortly thereafter, Officers observed the vehicle leave the area and noted the passenger brake light on the trailer did not illuminate brighter when the vehicle stopped. Officer Rice initiated a traffic stop at Ulysses Street NE and Buchanan Road NE, City of Blaine, Anoka County. Officers made contact with defendant who initially refused to identify himself and attempted to exit the vehicle and had sunken cheeks and eyes with a gaunt appearance. Officer Larson observed the passenger F. L. M. T. Pull a medical glove from a shoe on the floorboard which contained a torch lighter and a straw which fell to the ground, commonly used to smoke narcotics.
A K9 Officer was called to the scene. Officer Moore and his K9 partner arrived and performed a sniff of the vehicle and the K9 alerted on the vehicle. In a search of the vehicle, Officers located a bubble pipe in the driver’s door and a baggie containing a crystalline substance was located in a small storage space between the driver’s door and the steering column. Defendant was placed under arrest. The Midwest Regional Forensic Laboratory confirmed the substance was methamphetamine and weighed 3.485 grams.
