On January 31, 2026, at approximately 11:38 PM, officers of the Rochester Police Department were dispatched to a residence in NE Rochester on a report of burglary. Victim- a male fully identified in police reports, reported that Krystal Lynette Phillips ([DOB REDACTED]), Defendant herein, had entered his apartment without permission. Defendant had been previously trespassed from the residence. That trespass expires on December 30, 2026. Victim reported that there were previous issues with Defendant including her breaking off a key in the door lock which resulted in locks being changed.
Here, Victim went into his apartment and found Defendant inside. Victim saw that the new doorknob on his apartment was "hanging halfway off." Defendant claimed to Victim [NAME REDACTED] was open when she entered. At any rate, Victim [NAME REDACTED] did not have permission to enter the residence. Defendant began yelling at officers from a window in the residence and then made contact with officers at the door. When Defendant was questioned about her trespassing she became more aggressive stating, "do you want to battle at my house?" Defendant took an aggressive posture with officers and clenched her fists.
Defendant was told she was under arrest and she resisted officers placing her in handcuffs and scratched and grabbed onto Ofc. Wilkins' hands trying to break his grip. Defendant had to be carried down stairs and outside due to her resisting. Incident to arrest, a credit card belonging to Victim on Defendant's person. Victim [NAME REDACTED] did not give the card to Defendant and that the last he knew the card was on a dresser of his. During the booking process, Defendant began resisting Det. Deputy Williams.
Defendant clawed Det. Deputy Williams' arm while he was attempting to search Defendant in the booking process. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
