On 11/19/2025 at 0737 hours, Minneapolis VA Police Officer received a report from staff at the Veterans Affairs Rochester Community Based Outreach Clinic (CBOC) about a subject who had threatened to shoot a VA physician. Though investigation, VA Officer found Minnesota Assistance Council for Veterans (MACV) Social Worker Heather Harrington (WITNESS) met with subject JEFFREY ALAN NELSON [DOB REDACTED] yesterday 11/18/2025 at 1400 hours for an intake. During that intake appointment, NELSON was upset about getting assigned a fiduciary and believed it was caused by Rochester VA CBOC physician (VICTIM). NELSON stated that "Dr. Morgan stole that from me.
He ruined my life." WITNESS related that NELSON seemed to think that VICTIM had something to do with his current involvement with a fiduciary. WITNESS then described how NELSON seemed to be visibly upset at the topic of his fiduciary and that he stated that he was going to "Bring a gun and shoot Dr. [VICTIM]" several times during their conversation. WITNESS described the way NELSON kept bringing the threat of "shooting Dr. [VICTIM]" up as "eerie" and "dark", noting that NELSON had an "edge" to his voice while he was describing what he wanted to do to VICTIM. WITNESS related that NELSON also said that he might "Call somebody and have them take care of Dr. [VICTIM]." WITNESS also related that co-workers who have worked with NELSON previously have observed similar "threatening" behaviors from him.
The WITNESS notified Rochester Police Department and notified Rochester VA CBOC staff after the NELSON left the appointment. The WITNESS was concerned for the VICTIM's safety. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
