On or about April 16, 2026, at approximately 1:24 P.M., a Minneapolis police officer monitoring social media activity on a page associated with the suspect of several pending investigations, observed a video that showed an individual outside a townhouse at the Little Earth housing development who was in possession of a gray backpack containing a riffle. The video was posted approximately two-hours earlier. At approximately 1:59 P.M. Several Minneapolis Police Officers assigned to the Southside React Team received this information and responded to the area in an attempt to locate anyone who might be in possession of the backpack containing the riffle.
At approximately 2:20 P.M., officers in a marked squad car observed two young men sitting on a park bench near the intersection of 25th Street and Cedar Avenue, Minneapolis, Hennepin County. When the officers noticed one of the men had a grey backpack, they broadcast the information to other officers monitoring surveillance cameras. After the officers’ marked squad car passed, the two immediately walked away, but the officers monitoring surveillance cameras identified one of the men as an individual named in several active arrest warrants related to his involvement in recent robbery and assault cases.
At approximately 2:50 P.M., officers monitoring the cameras re-encountered the men and broadcast they were walking southbound on Cedar Avenue towards 26th Street. While continuing to monitor them, officers observed one of the men form the shape of a pistol with his hand and emulate firing a weapon. Officers in a marked squad car drove past the men and made a u-turn with the intention of stopping them before they could leave the area. However, as the officers approached for a second time, both men began to run.
Despite being ordered to stop by clearly identified officers, both men continued to flee. Officers pursuing the man who simulated a firearm westbound down an alley noted he appeared to be holding a heavy object in his right pants pocket. Although the male jumped a fence in an effort to elude the officers, they eventual took him to the ground and placed him under arrest. As the officers helped the individual to his feet, they observed a loaded Ruger nine-millimeter semi-automatic pistol on the ground directly where he was apprehended.
Officers identified the apprehended man as Emanual ROCK- BRINKLEY (D. O. B. 06-01-2006), Defendant hereinafter, and during a Mirandized statement he admitted recognizing the officers' presence and possessing the pistol during the chase. A record check confirmed Defendant did not have a permit to carry the pistol in public. At the time of charging, Defendant is being held at the Hennepin County Jail pending charges in a subsequent firearms case. For this reason, the State respectfully requests the Court issue a Complaint and Warrant.
