On July 16, 2025, an officer from the Blaine Police Department received a delayed mail theft report from E. L. L., Victim herein, who reported that on July 3, 2025, she had been notified that two packages had been delivered to the mail area of her apartment complex, located at 11728 3rd St NE, city of Blaine, county of Anoka, Minnesota. Victim [NAME REDACTED] one of the packages was a white, plastic package containing $120 worth of merchandise, and the second package was a small box containing $10 worth of merchandise.
Victim stated that the packages were no longer there when she went to retrieve them. The officer obtained video surveillance from the apartment complex. The video showed that on July 3, 2025, at approximately 1:41 PM, a silver Chevrolet Malibu, MN License Plate SEM826, entered the apartment parking lot and parked in front of the apartment complex. A female, later identified as Aichata Toovi [DOB REDACTED], Defendant herein, is seen entering the building. Less than three minutes later Defendant is observed exiting the building carrying two items, one was a small brown package and the other was a large, opaque, white plastic parcel.
Defendant then loaded the packages into her vehicle and leaves.
