Your Complainant, on behalf of the New Hope Police Department, upon investigation and information states that on October 30, 2025, at 11:11 A.M., New Hope Police Officers were dispatched to assist Crystal Police Officers on an auto accident at Maryland Ave North and 42nd Ave North, City of New Hope, County of Hennepin, State of Minnesota. Dispatch stated a car hit the median, the car’s air bags were deployed, and the driver exited the vehicle and ran into the woods. Crystal Police Officers stated the suspect was a white or Hispanic male wearing a green t-shirt.
New Hope Officers arrived on scene and observed a white Chevrolet Impala (MN license plate [PLATE REDACTED]) with heavy damage on all sides; the airbags were deployed and a “LEFT LANE MUST TURN LEFT” street sign was on the ground. The front doors were inoperable and officers observed a blood-like substance on the rear passenger airbag consistent with someone exiting the vehicle due to the front doors being unable to open. The vehicle’s key were still in the ignition of the vehicle and an open 1.75L bottle of Crown Royale whiskey with a brown liquid inside was located inside the vehicle.
The vehicle had the strong odor of alcohol emitting from inside of it. Crystal Officers were able to locate the suspect, Owen Michael Heilman [DOB REDACTED] hereinafter known as the defendant. The defendant was observed by officers as having glossy eyes and the odor of alcohol emitting from his person. The defendant had mud on his green t-shirt, clothes, and socks and they were wet consistent with being in a woods/marsh area. The defendant refused to take any Field Sobriety Tests (FST) and a preliminary breath test.
At this time, the defendant was arrested and transported to the New Hope Police Department for booking. The defendant was read his implied consent advisory and refused to take a breath test and argued with officers about what “a reasonable amount of time” was. The defendant was then transported to the hospital for treatment for his injuries sustained during the accident Officers spoke with a witness, Arrudin Audelio De Leon Enriquez, who stated he was driving east on 42nd Ave North in the left lane when he observed the defendant coming up behind him at a high rate of speed and the defendant attempted to pass him on the left side.
The left side of the road had a median with multiple road work signs which were damaged during the accident. Another witness, Meghan Nicole Smith, stated she was in the right lane traveling east on 42nd Ave North when she observed the defendant approach Mr. De Leon Enriquez’s vehicle (MN license plate [PLATE REDACTED]) from behind at a fast rate of speed, attempt to pass Mr. De Leon Enriquez on the left side and crossing over the concrete median curb and crashing into Mr. De Leon Enriquez’s vehicle causing heavy back end damage.
