On 03/25/26, at approximately 0210 hours, Ofc. Schlichting was dispatched to a reported domestic. The Complainant indicated that he had cuts on his neck and face from being assaulted by a female. The Complainant was later identified to be D. M. L., hereinafter "Victim." The female involved in the assault was later identified to be CAROL ANNETTE FRANKS [DOB REDACTED], hereinafter "Defendant." Once on scene, police made contact with the Victim who indicated that he and the Defendant have been in a significant sexual relationship for the past two years, but aren't officially dating.
He also indicated that the Defendant has been staying at his residence 1-2 nights a week. Victim explained that the around 0130 hours that day the Defendant started arguing with him angry because she thought he was seeing someone else. Defendant eventually left the residence but returned approximately 30 minutes later, ringing the Victim's doorbell. When the Victim opened the door the Defendant immediately grabbed his neck with both hands and pushed him back into a nearby closet door, causing it to break.
Law enforcement observed visible injuries to the Victim's neck, including minor [NAME REDACTED]. Victim [NAME REDACTED] could not breathe while the Defendant was strangling him, and was fearful he might suffocate. This lasted approximately thirty seconds, and while the Defendant was strangling him she said thinks like "you f*cking asshole." Victim [NAME REDACTED] in the nose to get her off of him. Defendant's nose started bleeding. Victim [NAME REDACTED], and the Defendant left the residence before police arrived.
Attempts to reach the Defendant by phone for a statement were unsuccessful, and she was not located on or near the scene. **This is a DV Court case for scheduling purposes.
