On April 23, 2026, at approximately 7:46 A.M., Plymouth Police Officers responded to a theft report at Target, [address omitted] North, Plymouth, Hennepin County. Loss Prevention reported that a known shoplifter had entered the store and stole sports cards. The known shoplifter was identified as FRANCIS XAVIER MCGINN, Defendant herein. Loss Prevention reported that the Defendant frequently entered Target, would steal sport cards early in the morning before Target's Loss Prevention staff would start their shifts, and be in the store for two to three minutes before leaving the store without paying for the merchandise.
Loss Prevention began starting their shifts earlier to apprehend the Defendant. The total loss to Target is $1,594.62 throughout the following dates: 3/12/2026, 3/19/2026, 3/25/2026, 3/26/2026, 4/16/2026, and 4/23/2026. Officers stopped the Defendant on April 23, 2026, and learned he had his three-, five-, and eight-year-old daughters in the car while he entered the store to take sports cards. Officers retrieved the children from the car and coordinated for them to be picked up by their grandmother.
In a post-Miranda statement, the Defendant stated that he went into Target to buy lunches for one of his daughters, left the children in the locked car while he went into the store thinking he would only be inside for a few minutes, he passed the sports card display and took five boxes of basketball cards, had no way to pay for the cards, and recalls other incidents of stealing from Target recently.
