The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On June 10, 2026, at about 9:30pm, Ramsey County Emergency 911 received a call from a 16-year old girl reporting criminal sexual conduct. St. Paul Police met with the girl, RC (2010) and a second 16-year old, OA (2010). They said that a short time earlier, they had been at Mounds Park to watch the sunset. They said that in the area of the Earl St. Bridge over Interstate 94, St. Paul, Ramsey County, a red Honda sedan pulled over, and the driver told them to get inside.
They said that as they told the man that they were minors, he flashed money at them and again told them to get inside. The girls continued that as they walked, the man repeatedly circled back to them in the sedan, each time rolling down the window. They said that eventually, he pulled over, exited the sedan, and masturbated in front of them, again gesturing for them to get inside. They said that they ran to a nearby market and called 911. The girls had recorded a portion of the interactions on their phones.
It shows the man holding a stack of U. S. Currency which he waves at them, even after they repeatedly say, “We’re minors!” The registered owner of the sedan was identified as the defendant, 27-year old HERIBERTO GUILLEN ARRIAGA (8/27/1998). He was positively identified as the man seen in the video. In follow up interviews, OA clarified that the girls were walking southbound on Earl, just south of the 94 bridge, when the defendant first drove up to them and attempted to entice into the car with money. (Officers at the scene had understood that they had been walking northbound.) She said that the girls continued to the park.
She said that as they left, they repeatedly saw the defendant around them and realized that he was following them. She said that they walked westbound on Mounds Blvd., in order to avoid him finding out where they lived. OA continued that as they neared the Mounds Blvd. Bridge over 94, the defendant drove past them and down Commercial St. She said that he exited and approached the path where they were walking; she said views of his body were partially blocked by construction signs. She said that as they walked past, his pants were down and she saw his hand on his penis.
She said that they ran along Mounds to the nearby market. In a follow up interview, RC reiterated her statements at the scene as well. She confirmed that the defendant had approached them multiple times. Arrest and Statement The next evening (June 11), officers observed the defendant driving the sedan in the area, just a half-mile north where he had first encountered the girls. A traffic stop was conducted, and the defendant was taken into custody. With the defendant was more than $5,000 in cash.
