Officers confirmed the Lincoln Continental (MN/RWA256) to be stolen out of St. Paul on February 4, 2026. Upon responding to the location, officers located the vehicle with a single occupant in the Goodwill parking lot on 19th Street Southwest in Forest Lake, Washington County, Minnesota. Officers initiated a traffic stop and identified the driver as LYBDSEY RAE VAUGHN [DOB REDACTED]. Officers again confirmed the vehicle status as stolen through the VIN and license plate. Officers then conducted an inventory search where they located a handgun in a small black zip-up bag located in the center console directly next to the driver.
This handgun was determined to be a.22 caliber Smith and Wesson with a round in the chamber and additional eight rounds in the magazine. During her arrest, VAUGHN informed officers that her ID was in her purse which was located in the vehicle. Within the purse, officers located VAUGHN's ID, Social Security card, $1,176.00 cash, a scale, a large sized baggie containing white residue, and a small sized baggie containing a unknown substance. The large sized baggie was later weighed and tested to be 102.5 grams of Methamphetamine.
A DNA sample was obtained from VAUGHN pursuant to her consent. The handgun is pending DNA testing with the Minnesota BCA. VAUGHN has a prior conviction for 3rd Degree Drug Possession (62-CR-16-8256, convicted on March 19, 2018). VAUGHN also has a pending felony charge for Possession with Intent – Amphetamine/Methamphetamine/etc. (greater than10-50g) in Pierce County, Wisconsin (2025CF000120). Due to VAUGHN's ongoing criminal drug activity and her prior conviction triggering a mandatory minimum prison sentence, a warrant is respectfully requested.
