On July 23, 2025, police received an online theft report from JT. JT reported that he works for the Community Action Partnership of Ramsey/Washington Counties (CAPRW), and their office is in St. Paul, Ramsey County, Minnesota. JT stated that since December 2024, multiple items of equipment have gone missing, and they suspected the culprit to be a recently terminated employee, later fully identified as JAKOB CAMERON DUESTERBECK – [DOB REDACTED]. JT provided a list of stolen equipment with serial numbers.
JT stated that in December 2024, all employees were asked to bring back their kit of equipment for inventory/calibration. JT said DUESTERBECK was slow to comply, and when he did comply, several items were missing. JT said they discovered that one of the missing items was purchased on Ebay by a buyer who did not know it was stolen. The Ebay seller’s name was tied to Excel Pawn located on Rice Street in St. Paul. JT believed other stolen items remained at the pawn shop. Further investigation uncovered that two of the items stolen from CAPRW were pawned in Brooklyn Center by DUESTERBECK. In addition, DUESTERBECK reported to CAPRW that he lost his CAPRW issued phone, but it was later discovered that DUESTERBECK sold the phone.
On October 22, 2025, police received a hit that a stolen piece of equipment was pawned by DUESTERBECK at Excel Pawn in St. Paul. The total value of the equipment stolen from CAPRW by DUESTERBECK was $20,250. Law enforcement's attempts to contact DUESTERBECK have been unsuccessful.
