On February 17, 2026, at approximately 5:27 P.M., in the area of 8th and 27th in Minneapolis, Hennepin County, Minnesota, officers received an ALPR hit on a vehicle showing a stolen Minnesota license plate. The vehicle in question was a 2013 black Hyundai Elantra and officers observed a woman getting out the driver's door when seeing a marked squad car drive by. This woman was later identified as Anarosa Angelina Gibbs-Martinez, hereafter defendant. Defendant was called back and said that the vehicle was her sister's and that she found it nearby.
Defendant was asked more questions about the vehicle and gave contradictory answers. A check of the VIN revealed that the vehicle was stolen and had stolen plates on the vehicle. The vehicle also had the front driver's side door lock punched out, which is a commonly known vulnerability to this particular make and model, making it easier to steal. Estimated approximate value is between $1,000 and $5,000, depending on mileage and condition. The vehicle is registered to M. K., who is not the defendant's sister.
Defendant had a warrant for her arrest. A search yielded a Post-It note with a powdery white substance inside. That substance will be sent to the BCA for testing. Defendant is in custody.
