On March 11, 2026, around 9:47 PM, Columbia Heights Police Officers responded to a criminal damage to property occurring on the 4200th block of Main Street NE, Columbia Heights, Anoka County. Upon arrival, officers spoke with Marina Kelsi Levan [DOB REDACTED], Defendant herein, who showed officers a vehicle in a parking lot which had visible damage to the vehicle’s taillight, side doors, and windshield. Defendant reported that one of her dogs had got out into the parking lot where the vehicle was located along with the vehicle’s owner, K. M., who was standing outside of her vehicle.
As Defendant attempted to retrieve her dog, K. M. Kept whistling and yelling to grab the dog’s attention, which made it difficult for Defendant to capture her dog. Defendant was ultimately successful after roughly 10 minutes but returned to K. M.’s vehicle after placing her dog in her home. When Defendant returned, she kicked K. M.’s taillight but denied hitting the windshield or keying the vehicle. K. M. Stated she was trying to assist Defendant in capturing her dog, but Defendant kept yelling at her which confused K. M. After several minutes, Defendant was successful in capturing her dog and then came back outside to yell at K. M. Before causing damage to K. M.’s vehicle.
Specifically, Defendant kicked her taillight, keyed her vehicle, and cracked her windshield while yelling obscenities at K. M. A third party also witnessed the incident, T. M., who confirmed K. M.’s version of events. In speaking with Defendant again, she admitted to striking K. M.’s windshield with her hand and keying her vehicle along with kicking the headlight. K. M. Received a repair estimate which shows a total estimate to repair the damage caused by Defendant to be $3,993.54 without sales tax.
