The Complainant having reviewed the applicable reports believes the following facts to be true: On or about December 20, 2024, at 10:05 PM, a Metro Transit Police Officer was on at the SB RT 21 bus stop at Snelling Ave N and Spruce Tree Ave in the City of St. Paul, Ramsey County, MN. The officer was parked in the bus lane and not open to motor vehicles. The officer’s squad car’s left arrow light was on for caution. The officer observed a SUV vehicle approaching behind his squad car. The vehicle continued to drive behind the squad car and nearly struck the squad car.
The officer put his rear emergency lights on and the vehicle stopped a few feet away from the squad car. The officer exited the squad car and approached the vehicle. The vehicle pulled away and drove off. The officer activated the emergency lights and initiated a traffic stop. While approaching the driver, later identified as Jessica Watson, [DOB REDACTED], the defendant herein, the officer noticed a strong odor of alcoholic beverage from the defendant’s breath. Additionally, the officer observed that the defendant had glossy eyes.
The officer asked for DL and proof of insurance. The defendant first handed her credit card and then stated she could not find it. The defendant admitted having three glasses of wine prior to driving. The defendant consented to perform the field sobriety tests. During the tests, the officer observed signs of impairment. The defendant agreed to provide a preliminary breath test and was unable to complete due to her intoxicated behavior. The defendant was transported to the Ramsey County Jail for DMT test.
The defendant was given the breath test advisory. During the DMT test, the defendant attempted to manipulate the test by repeatedly blowing into the tube and then stopping, which resulted in insufficient airflow for the DMT. During the test, the defendant stated she is done, does not care, and that she gives up as she is drunk. The defendant refused the breath test.
