Based on reports from incidents occurring on or between June 1, 2025 through June 3, 2026, your Complaint offers the following to establish probable cause: On June 3, 2026, Woodbury Police Officers were called to take a report of a suspicious device located inside a bathroom at a house located at [ADDRESS REDACTED] in Woodbury, MN. The caller (S. B. O.) explained that her daughter (Victim 1) lives at the house with her father RYAN MICHAEL DEBIASO [DOB REDACTED]. Victim 1 is thirteen (13) years old and lives at the house with her stepmother (L. L. D.), a sixteen (16) year old stepsister (Victim 2), a thirteen (13) year old stepsister (R. A.), and an eighteen (18) year old stepbrother (G. A.). During the investigation officers learned that Victim 2 noticed the camera when she was showering and looked up at the ceiling vent.
Victim 2 took a picture of the camera and got dressed in her bedroom. Victim 2 then told Victim 1 about the camera. The victims then went to the bathroom with the lights off and shined their cellphone flashlights at the vent. Victim 1 said they could see the mode button and lens and know it was a camera. Victim 1 then sent a picture of the camera to S. B. O., which showed it had a digital screen that appeared to be turned on. The victims notified their parents immediately and DEBIASO tried to retrieve the camera but said he was unable to because the vent was stuck.
DEBIASO then put a piece of masking tape over the camera. DEBIASO said the vent was dusty and had wires inside of it. Victim 1 said DEBIASO eventually was able to get the camera out and he claimed it was only the faceplate of the camera. Victim 1 told officers that bathroom is mainly used by her and Victim 2. On June 4, 2026, S. B. O. Called DEBIASO because during their marriage he had taken photographs of her and posted them on social media without her consent. During the call, DEBIASO said that he was aware of the camera and claimed it did not appear to be functioning.
DEBIASO said he struggled to get the camera out of the vent and the vent was filled with wires. DEBIASO said it was only the front face plate and that it was extremely dusty. DEBIASO sent S. B. O. A picture of the camera and it did not look like the picture of the camera the victims sent to her. Officers reported the picture sent to S. B. O. Shows a lens, the red power button, along with an illuminated screen that had a white background and black digital displays on it. Officers noted that the vent appeared to be dust free.
On June 5, 2026, a search warrant was executed at the house and L. L. D. Gave officers pieces of the camera. L. L. D. Said that she made DEBIASO leave the house earlier that day because "things weren't adding up, so at 3:00 A.M. In the morning I woke all the kids up and said were going to your dads" (referring to her ex-husband). L. L. D. Said that on the night the camera was found DEBIASO said it appeared to only be a face plate and lens, not a fully functional camera. L. L. D. Said the victims were concerned that the picture DEBIASO took of the camera did not appear to be the same as the camera they saw and photographed.
