On October 16, 2025, Clay County Sheriff's Detective N. Tougas took a call from a victim, [NAME REDACTED], regarding incidents of an individual using B. H.'s name and date of birth during traffic stops. B. H. Informed Tougas that there had been two separate incidents that occurred on July 7, 2025 and May 10, 2025 respectively. During the July 7th incident, an individual, later identified as ANDREW JOHN HALVORSON [DOB REDACTED], hereinafter the Defendant, was stopped by Clay County Sherriff's deputy J. Collins during a traffic stop.
The Defendant was stopped near the 13000 block of 12th Ave. S. Near Glyndon, located in Clay County, MN. The Defendant was the driver of the vehicle, and provided the name and date of birth of B. H. When asked. During the stop, the Defendant failed to provide a valid driver's license, or proof of insurance for the vehicle. As a result, B. H. Was issued a citation for having no driver's license in his possession, and for failing to provide proof of insurance. The outstanding balance of the citation was $335. During the May 10th incident, the Defendant was again stopped by Collins, and identified himself as B. H. By name and date of birth.
The Defendant was stopped for speeding, going 77 miles per hour in a 55 mile per hour zone near the 5000 block of 110th Ave. S. Near Moorhead, located in Clay County, MN. A conviction on this count was entered by the court, and a $225 fine was ordered. The Defendant was confirmed to be the individual responsible for both incidents after reviewing body camera footage of both incidents, and confirming the individual driving appeared to be the Defendant. B. H. Reported that as a result of the citations, his license was revoked in the State of MN. Between the two incident, the Defendant accrued $550 in fines for B. H. Using B. H.'s identity.
