On January 18, 2026, at 8:10 P.M., St. Paul Park Officers responded to a call for help in the city of St. Paul Park, Washington County, Minnesota. When officers arrived, they located a vehicle parked in the driveway and occupied by Randy Lawrence Williams, (D. O. B. 7-8-1990), Defendant herein. Defendant spoke with officers and said nothing was happening he was just waiting for his girlfriend. Defendant denied ever physically assaulting his girlfriend and that he walked away after they fought. Defendant's girlfriend provided a statement.
Girlfriend said she was dropped off about noon in St. Paul to see Defendant. Girlfriend said that Defendant immediately became upset and was verbally and physically abusive because he believed she was cheating on him. Girlfriend said Defendant drove her around the cities and ultimately ended up in St. Paul Park. Girlfriend said Defendant had threatened her numerous times, saying that he'd kill her, shoot her, and shoot her dog. Girlfriend said Defendant then pointed his firearm at her and hit her in the back of the head with the firearm.
Girlfriend said she got Defendant to drop her off at her residence in St. Paul Park and then she texted 911. Girlfriend said that she was in fear for her life today. Girlfriend said that she knows Defendant does methamphetamine but did not see him take any that day. Girlfriend says that she and Defendant have been in a romantic and sexual relationship since September. During a search of Defendant's vehicle, a firearm was located under the driver's seat of the vehicle. There was also a magazine and 8 bullets.
Defendant has the following qualified domestic violence convictions: 1. Felony violation of a Domestic Assault No Contact Order on 7-12-2022 in 27-CR-22-13542 2. Felony violation of a Domestic Assault No Contact Order on 5-10-2022 in 70-CR-22-5746 3. Domestic Assault Felony on 3-22-2022 in 02-CR-22-1601 4. Domestic Assault Felony on 10-7-2020 in 27-CR-10-21429 5. Misdemeanor violation of a Domestic Assault No Contact Order on 1-18-2017 in 12-CR-17-105 6. Felony Domestic Assault by Strangulation on 1-18-2017 in 12-CR-17-39 Defendant has the following convictions for crimes of violence: 1. Domestic Assault Felony on 3-22-2022 in 02-CR-22-1601 2. Domestic Assault Felony on 10-7-2020 in 27-CR-10-21429 Defendant is in custody.
