The Complainant having reviewed the applicable reports believes the following facts to be true: On or about June 3, 2025, at about 6:26 PM, Saint Paul police officers responded to a report of a female on the property that the property manager would like removed and trespassed. The officers arrived at [ADDRESS REDACTED] in the City of Saint Paul, Ramsey County, MN. The officers met with the property manger who stated that it’s been an ongoing issue of this female entering into the building and knocking on residential doors.
The property manager requested this female be trespassed. The officers located this female, later identified as Salome Ann Kasper, [DOB REDACTED], the defendant herein, in the building. The defendant continued to make erratic movements and argued with the officers. The officers ran the defendant’s information and came back with multiple Ramsey County warrants. The defendant was placed under arrest. The defendant continued to make erratic movements and kept pulling away. The officer then escorted the defendant to the squad car and conducted a search.
While searching, the defendant continued to erratically move despite that the officer told her to stop moving. When one of the officers was searching the defendant’s left leg, the defendant turned and said “cut it out with you dumb f****** b****,” and kicked the officer in right hip/leg area with the defendant’s left leg.
