The Complainant having reviewed the applicable reports believes the following facts to be true: On September 4, 2025, at approximately 7:00 AM, officers with the St. Paul Police Department responded to the area of Minnehaha Avenue and Snelling Avenue in the City of St. Paul, Ramsey County, on a report that a driver appeared to be slumped over in a vehicle at a stoplight and blocking the lane of traffic. Upon arrival, officers observed a black Malibu stalled in the left turn lane with a line of vehicles behind it.
Officers observed the driver, later identified as BRYAN DAVID HOLMAN [DOB REDACTED], Defendant herein, sitting in the driver seat with his eyes closed. Officers had to kick the driver's door loudly several times to get Defendant to wake up. When he did wake up, he appeared confused about his whereabouts. Officers noticed a strong odor of marijuana coming from the vehicle. They also observed burnt marijuana residue in the cup holder of the vehicle, as well as a live round of ammunition on the driver's side door.
Defendant was instructed to exit the vehicle and initially refused to comply despite an explanation of the above circumstances. Defendant was evaluated by medics and cleared. He was then again advised of the circumstances and instructed to exit the vehicle. Defendant continued to refuse to exit and claimed the vehicle did not belong to him. Defendant was removed from the vehicle and handcuffed. A search of the vehicle was conducted. Officers located a blue and silver Polymer80 PF940C handgun under the driver's seat.
The firearm did not have a serial number. Samples were collected from both Defendant and the firearm. DNA testing was completed that indicated Defendant's DNA was on the firearm. At the time of the incident, Defendant did not have a permit to carry a firearm.
