On November 19, 2025, at approximately 3:16 P.M., Saint Paul Officers were dispatched to the 600 block of Hyacinth Avenue East, Saint Paul, County of Ramsey on a call where caller’s brother was beating up caller’s uncle. Dispatch notes also reported the uncle was holding the brother down on floor. Officers arrived and found two males on the floor of the home. DAP was on top of ANDREW AUSTIN SALVADOR PEREZ, [DOB REDACTED], and holding his hands. PEREZ was arrested. DAP had blood on his right eye and near his nose, and his eye was swollen.
DAP said his mother(JP) lives with PEREZ. Today, DAP took his mother to the dentist. When they returned to the home, JP told him PEREZ had not been taking his medication for several mental health issues. DAP approached PEREZ and hold him he needed to take his medication. They got into an argument. PEREZ accused him of raping him when they were younger. PEREZ became upset, went upstairs, returned, went to the kitchen, grabbed a kitchen knife, and walked toward him holding the knife. When PEREZ approached him holding the knife, he knocked it out of his hand.
PEREZ hit him on the face and head with closed fists approximately five to ten times. DAP grabbed one of PEREZ’s arms and they both fell to the floor. PEREZ continued to hit him while they were on the floor. DAP grabbed both of PEREZ’s hands and controlled him until police arrived. DAP said PEREZ tried to intimidate him with the knife, but did not swing it at him. He said he was not scared. DAP said he does not want to press charges against PEREZ. He wants him to be evaluated at the hospital and to take his medication.
SP said PEREZ went downstairs in the home and was upset because family members were trying to encourage him to take his medication for mental health conditions. PEREZ went upstairs, returned, grabbed a knife and went into the living room. PEREZ pointed the knife at DAP, went after him, and tried to attack him. DAP told her and JP to get out of the room. She and JP went into a bedroom. After some time, she saw DAP and PEREZ still fighting. She called 911. SP said PEREZ and DAP are brothers. JP told officers she put the knife away.
JP gave officers the knife that was used by PEREZ. The knife was approximately five inches long, silver with a black handle. After a Miranda advisory, PEREZ spoke to an officer. He said he was cooking pizza in the kitchen and was going to cut it with a knife. He heard DAP tell their mother, JP, “I am going to f*** him up.” DAP went to the kitchen where he was and they argued. DAP grabbed him by the arms. They started to wrestle each other. PEREZ punched DAP three to four times in the face. They continued to wrestle each other in the living room and fell to the floor.
He was on his back and DAP fell on top of him. PEREZ said DAP elbowed him in the neck, and he could not breathe. He was able to get out of the chokehold. DAP struck him three to five times in the face with his elbow. PEREZ then punched DAP three to five times in the face. PEREZ had a red scratch mark on his left cheek and a small red mark on his left chin.
