On November 3, 2025, police responded to a school in St. Paul. Upon arrival, police met with a counselor, ON, who reported that a student, DV (YOB: 2011), reported that she was sexually assaulted at a park in Roseville approximately two weeks earlier and was having ideations of self-harm. Police spoke with DV, who said that approximately two weeks ago, she left her house around 11:00 P.M. With a friend named NL (YOB: 2009). They were picked up by two males, “Kefir” and “Robert Lee” that DV believed to be over the age of 18. DV said they went to several gas stations to buy wraps so they could smoke marijuana then drove to a park, likely Langton Lake Park, Roseville, Ramsey County, Minnesota.
Once they arrived at the park, DV said NL and “Kefir” left the car to smoke marijuana, and she stayed in the car with “Robert”. DV said she tried to leave the car multiple times to speak with NL, but “Robert” grabbed her by the wrist and told her that she did not need to talk to NL. DV reported that “Robert” pulled down her pants, used his arms to pin her legs against his upper body, and penetrated her vagina with his penis. DV said the assault lasted no longer than five minutes. DV reported that she told “Robert” to stop numerous times, but he did not stop until she told him that it was hurting her.
After the assault, DV said “Kefir” drove her home, and she arrived home between 2:00-3:00 A.M. DV reported that “Robert” has continued to call her since the assault. On November 7, DV was examined at Midwest Children’s Resource Center. DV told the nurse that NL has been setting up “dates” with men for DV. On the night of the incident, DV said that her friend, NL, and “Kefir” exited then car then “Robert” sexually assaulted her in the back seat of the car. DV also reported that there were guns in the car’s glove compartment, although a gun was not used during the incident.
DV said she wanted to call the police because of the assault, but NL told her not to call the police and that they would come up with a retaliation plan to have “Robert” beat up. The investigator looked up the phone number DV provided for “Robert”, 6XX-XXX-XX13, in a database, which indicated the phone number could belong to three different people. The record for September- October 2025 showed the phone active for ADAM VANG – [DOB REDACTED]. The investigator looked up VANG in DVS, and his photograph closed matched the description of the assailant provided by DV. A review of VANG’s phone communications showed that his primary contact during the time period from October 12 through November 12, 2025, was with a phone number associated with NL. The second most common contact during the same time period was with a TextNow phone number believed to be associated with DV. In addition, there were five contacts to a phone number associated with “Kefir”. Police also received geolocation information for VANG’s phone.
