Your Complainant is a Sergeant with the Minnesota State Patrol who states that he has read and reviewed the offense reports of Minnesota State Troopers Derrick Row, Alejandro Dominguez, Clifford Weidell, and Zachary Caldwell and, based thereon, alleges the following: On November 17, 2025, at approximately 8:14 P.M., Troopers responded to a rolling domestic involving a 2017 Cadillac XT5 bearing Minnesota license plate [PLATE REDACTED] that was parked on the right shoulder of Eastbound Highway 55 at Xenium Lane in the City of Plymouth.
Troopers arrived on scene and made contact with the reporting party, a female later identified as L. T. M. Who was seated in the front passenger seat with her back against the dashboard. Troopers observed one minor child [DOB REDACTED] in the vehicle and another minor child [DOB REDACTED] seated in a rearward facing car seat. L. T. M. Reported that her husband, later identified as the above-named Defendant JASON ANDREW MEEMKEN, [DOB REDACTED] drove to the airport while intoxicated with their minor child in the vehicle to pick up her and their other minor child [NAME REDACTED]. L. T. M. Reported that a short time after leaving the airport, her and Defendant switched places so she could drive the rest of the way home.
L. T. M. Reported that while she was driving, she and Defendant began to argue. L. T. M. Reported that Defendant became very agitated and began to yell which scared her and their two minor children. L. T. M. Reported that she called 911, and at that point Defendant grabbed her arm, which caused the vehicle to swerve across multiple lanes before she pulled over to wait for law enforcement. Troopers made contact with Defendant who was found seated in the middle back seat of the vehicle. Troopers asked Defendant to exit the vehicle and Defendant complied.
Troopers observed that Defendant pulled the vehicle keys out of his jacket pocket and handed them over. When asked, Defendant admitted that L. T. M. Became upset with him after she found out that he had been drinking and then drove to the airport. Defendant admitted that he had consumed one beer prior to driving to the airport and one beer at the airport. Trooper Caldwell smelled a strong odor of a consumed alcoholic beverage emanating from Defendant and observed that Defendant had bloodshot, watery eyes, and swayed while standing outside the vehicle.
Trooper Caldwell conducted the Horizontal Gaze Nystagmus Test, which Defendant was unable to satisfactorily perform. Trooper Caldwell attempted to instruct Defendant on the Walk and Turn Test and Defendant began to question why Trooper Caldwell was conducting Standardized Field Sobriety Tests (“SFST”). Defendant then walked away from where he was instructed to stand. Trooper Caldwell decided not to offer a PBT due to Defendant’s refusal to complete the SFSTs. Defendant was placed under arrest and transported to the Hennepin County Jail.
