Armeelia Vang (“Defendant” herein) was convicted of first-degree criminal sexual conduct-accessory after the fact, a felony under Minn. Stat. § 609.342, subd. 1(e)(ii), in Winona County, Minnesota, on or about February 6, 2006. This conviction requires Defendant to register as a predatory offender for her lifetime. Defendant is a level 1 predatory offender. On April 6, 2006, Defendant signed and filed a Duty to Register form wherein she acknowledged her duty to register all changes of address at least 5 days prior to moving, her duty to report any changes to address immediately if she cannot provide 5 days’ notice, her duty to register her cellphone numbers and provide updates immediately if her cellphone number changes, and her duty to register the year, make, model, license plate number, and color of all vehicles she owns or drives regularly.
Defendant signed subsequent Duty to Register forms, the most recent one being on April 21, 2025. At that time, Defendant registered an apartment on the 10000 block of Lyndale Avenue South in Minneapolis, Hennepin County, Minnesota as her primary address. She registered her secondary address on the 3000 block of McKnight Road North in Maplewood, Ramsey County, Minnesota. She registered three cellphone numbers. She did not register any vehicles. On March 11, 2026, Bloomington dispatch received a call from Defendant requesting a welfare check on her two children, who live with their father, H. C., at the apartment on Lyndale Avenue South.
At the time, Defendant told responding officers that she needed her children to be checked on because she lived out of state. Responding officers confirmed that the children were okay. Responding officers learned from H. C. That Defendant’s parental rights to the children had been terminated, and Defendant did not live at the apartment in Lyndale Avenue South. H. C. Told responding officers that Defendant had not lived in that apartment since the summer of 2024 when her parental rights were terminated.
H. C. Advised he did not know where Defendant was living. On March 12, 2026, officers made several attempts to contact Defendant via telephone by calling the phone number Defendant has used to call in the welfare check and the three cellphone numbers Defendant registered on April 21, 2025. Defendant did not answer these calls. The three phone numbers Defendant registered were no longer in service. Officers conducted routine checks in law enforcement databases and saw that Defendant had been cited in the same motor vehicle, a 2008 Toyota Avalon with Minnesota license plate [PLATE REDACTED], on or around January 8, 2026 and November 21, 2025. According to the Department of Motor Vehicle Services, the Toyota is registered to H. C. Officers again tried to contact Defendant via phone on March 13, 2026, but Defendant did not answer.
